Angels for Change and Medivant Healthcare Advance U.S. Readiness for Critical Calcium Chloride Injection
Project PROTECT partnership completes development and establishes ready-to-activate domestic manufacturing capacity before shortages threaten patient care
TAMPA, FL / CHANDLER, AZ – [September 2, 2026] – Angels for Change and Medivant Healthcare today announced the completion of a key development milestone under Project PROTECT, establishing ready-to-activate U.S. manufacturing capacity for 10% Calcium Chloride Injection, an essential medicine used in emergency and critical care.
Through the partnership, Medivant Healthcare, a 503B outsourcing facility headquartered in Chandler, Arizona, has completed development of 10% Calcium Chloride Injection and advanced the medicine into Project PROTECT’s readiness phase.
The milestone creates domestic manufacturing capacity that can be activated when supply disruptions threaten access to this critical medication.
Medivant specializes in sterile injectable medications for hospitals and healthcare providers nationwide and has invested in domestic pharmaceutical manufacturing infrastructure and automation. The Project PROTECT collaboration brings together Medivant’s manufacturing capabilities with Angels for Change’s national drug-shortage preparedness model to build supply resilience before a shortage occurs.
Calcium Chloride Injection is used in emergency medicine, cardiac resuscitation and intensive care. For patients experiencing life-threatening conditions, access to essential injectable medicines can be measured in minutes, not days.
Preparing Before the Shortage
Project PROTECT takes a fundamentally different approach to drug shortages: preparing manufacturing capacity before a crisis rather than reacting after it begins. Launched in 2022, the program provides targeted grants and strategic support to U.S.-based 503B outsourcing facilities to establish ready-to-activate capacity for essential medicines at risk of shortage.
To date, Project PROTECT has partnered with five manufacturers to strengthen U.S. readiness for 14 essential medicines. Seven of those medicines have subsequently experienced shortages, and more than 850,000 patient treatments have been accessed during shortages.
The partnership with Medivant, announced in Q1 2026, represents another step toward creating a more resilient domestic supply of critical medicines before patients are affected.

Turning Preparedness Into Manufacturing Capability
Preparing a sterile injectable medicine before a shortage occurs requires manufacturers to commit development resources, manufacturing expertise and quality infrastructure before the market has an immediate need for the product.
Through Project PROTECT, Medivant has completed the development work required to position Calcium Chloride Injection for manufacturing when additional market supply is needed.
The effort reflects Medivant’s broader focus on strengthening the domestic availability of essential sterile injectable medicines used by hospitals across the United States.

A Critical Medicine for Emergency Care
Calcium Chloride Injection plays an important role in treating life-threatening conditions, including cardiac arrest, severe hypocalcemia, and certain electrolyte emergencies. The medicine has a history of shortage and remains vulnerable to future supply disruptions.
By completing development and moving the product into a readiness phase, Medivant and Project PROTECT are establishing a domestic manufacturing resource that can be activated when needed.
From Reactive to Proactive
Drug shortages have historically been addressed after a disruption occurs, when manufacturers, distributors, providers and healthcare professionals are already working to identify alternatives.
Project PROTECT changes that equation.
By identifying vulnerable medicines and investing in manufacturing readiness before a shortage occurs, the program creates a proactive layer of resilience within the U.S. pharmaceutical supply chain.
